Can I file a GST return without a CA? Yes. GST law expects the registered person (or an authorised signatory / GST practitioner they appoint) to furnish returns on the GST portal. A chartered accountant is not mandatory for GSTR-1 or GSTR-3B. Many small shops file themselves every month. This guide explains what you can do on your own, when paying a CA still makes sense, and how clean billing data makes self-filing realistic.
This is general information, not professional advice. If your facts are unusual, ask a tax adviser.
Short answer
- Monthly / quarterly returns (GSTR-1, IFF, GSTR-3B): you can file them yourself on gst.gov.in after you log in with your credentials or EVC/DSC.
- Nil returns: you can file those yourself too (online or, for GSTR-1 nil, by SMS in the cases GSTN allows). See how to file GSTR-1.
- A CA is optional help, not a legal gatekeeper for ordinary return filing.
- You remain responsible for what is filed in your GSTIN — even if someone else clicks Submit.
Who is required to file — and who may help
| Return / statement | Who usually files it | Do you need a CA? |
|---|---|---|
| GSTR-1 / IFF (outward supplies) | The registered person (or their authorised signatory) on gst.gov.in | No. You or your staff can file once sales data is ready |
| GSTR-3B (summary return + tax payment) | The registered person / authorised signatory | No for a typical shop; a CA helps if ITC or interest is complex |
| GSTR-9 (annual return) | The registered person, when required under Section 44 / Rule 80 | Often self-filed for smaller businesses; many still ask a CA to review |
| GSTR-9C (reconciliation statement) | The registered person when turnover crosses the notified threshold | Self-certified under the present framework — still not a substitute for careful reconciliation |
You can also authorise a GST practitioner on the portal to prepare and file returns for you. That person need not be a CA. Many businesses use an accountant, a CA firm, or in-house staff.
How to file GST returns yourself (without a CA)
- Keep every tax invoice, credit note and purchase bill complete (GSTIN, HSN, rate, place of supply).
- Reconcile sales to GSTR-1 before the due date; fix mistakes with GSTR-1A before GSTR-3B when the liability lock applies — see GSTR-3B lock.
- From the 14th, check GSTR-2B / IMS against purchases before claiming ITC in GSTR-3B.
- File GSTR-1 and GSTR-3B yourself on the GST portal (or through a GST practitioner you authorise). Step-by-step: how to file GSTR-1.
- Use the late fee calculator if a return is late — late fee and interest still apply even when you file yourself.
- For the annual return, finish all GSTR-1 and GSTR-3B for the year first. GSTN enabled GSTR-9/9C for FY 2025-26 on the portal from 8 October 2026 (advisory 677, 13 Oct 2026).

Before you file yourself: what the portal will not let you skip
Most "can I file my GST return myself?" problems are not about a CA at all. They come from three things the portal checks whoever is filing. Sort these out first and self-filing is mostly routine:
| Can I file without…? | Short answer | What the law says |
|---|---|---|
| …adding a bank account? | No. Add it on the portal first (Amendment of non-core fields). New registrants must do it within 30 days of registration or before their first GSTR-1 / IFF, whichever is earlier | CGST Rule 10A (as substituted by Notification 38/2023-CT) |
| …paying the tax? | GSTR-1 is a statement, so it has no payment step. GSTR-3B is different: the tax due must be paid (from cash or credit) by the return's due date, and the portal only lets you file after the liability is offset. A nil GSTR-3B needs no payment | CGST Section 39(7) |
| …HSN codes? | Not on GSTR-1: it has an HSN-wise summary (Table 12), with B2B and B2C on separate tabs, and codes are picked from the portal's master list. Keep the right HSN on each item so the summary builds itself | Notification 78/2020-CT (4 digits up to ₹5 crore turnover, 6 above); see HSN code guide |
| …filing earlier returns? | No. Returns run in sequence: you cannot file GSTR-3B for a period while an earlier period's return, or the same period's GSTR-1, is still pending; the annual return needs all of the year's GSTR-1 and GSTR-3B | Section 39(10); GSTN advisory 677 |
One more rule people miss: under Section 39(8) you must file a return for every tax period even if you made no sales. A nil return is quick to file yourself, but skipping it still attracts late fee.
Annual return (GSTR-9 / 9C) — still yours to own
Under Section 44 of the CGST Act and Rule 80 of the CGST Rules, eligible registered persons must furnish an annual return. As of 14 October 2026, GSTN has enabled GSTR-9 and GSTR-9C for FY 2025-26 on the portal from 8 October 2026. You must file all applicable GSTR-1 and GSTR-3B for that year before the GSTR-9/9C tile appears (GSTN advisory 677). The ordinary due date under Rule 80 is 31 December following the end of the financial year (so 31 December 2026 for FY 2025-26), unless a later notification extends it — confirm the date shown on the portal when you log in.
GSTR-9C reconciliation is self-certified under the present framework for those who must file it. Self-certified does not mean casual: differences between books and returns still need clear workings. Many owners prepare the numbers and ask a CA to review once — that is a choice, not a portal requirement to hire a CA only to click Submit.
When a CA (or tax adviser) is still worth it
- Multi-state registration, large B2B ITC, or frequent GSTR-1A / amendment corrections.
- Notices, audits, or refund claims where working papers matter.
- Annual GSTR-9/9C where books and GST returns need a careful reconciliation.
- You simply prefer a professional to review before you click Submit.
Paying for advice on hard months is different from believing you are barred from filing without one.
How billing software helps you file without a CA
Self-filing fails when invoice data is messy. Software that keeps GSTIN, HSN, rate and place of supply on every bill makes GSTR-1 preparation a check, not a rebuild. VelBooks GST billing and GSTR filing and return management work from the same sales and purchase records in the browser. You (or your staff) still submit on the GST portal; VelBooks does not replace the portal. Try it free for 30 days at app.velbooks.com.
